Something about a Russian Island moving. I don't understand 국경 넘어.

A Russian island moved like a glacier to cross the border. (wow!!) 국경 means border, between two (or more) countries. Shortened form like '넘어' is often used for news article titles.

For a moment I thought the island was a glacier... but... it isn't? Gee.. that's crazy.
